Hiroshi Nishino (Senior Fellow & Editor-in-Chief of CIBOK)
Born in Kanagawa, Japan in 1956. Studied at the School of Education, Waseda University, and spent time as an exchange student in Sweden and Denmark. After graduation, joined ANA Trading Co., Ltd. in 1979.
In 1991, founded the management consulting firm Proseed Inc., where he worked with central government agencies, local governments, and more than 50 major and global corporations to implement procurement management and operations management. Stepped down as President and CEO in 2017.
During this period, he introduced and promoted global standards such as PMBOK (Project Management Body of Knowledge) for project management and ITIL for IT service management in Japan, establishing organizations to drive their adoption. He also served as a member of government and municipal research committees, making numerous policy proposals on IT procurement reform, the digitalization of education, and the use of IT in special-needs education. He further served as a member of the INTERPOL Global Cybercrime Expert Group.
Currently, he is President & CEO of HI 3 Inc., Vice Chairman of NPO CeFIL, and Co-founder and Representative of the Digital Business Innovation Center (DBIC).
He also serves as Planning Lead and Chair of the Editorial Board for the Cybercrime Investigation & Intelligence Body of Knowledge (CIBOK), overseeing the overall concept, development, and editorial direction of this international knowledge framework.
In addition, he is a Part-time Lecturer at the Graduate School of Systems and Information Engineering, University of Tsukuba, and Part-time Lecturer at the Faculty of Economics, of Toyama University
